TITLE: SPECIAL EDUCATION PROGRAM SPECIALISTQUALIFICATIONS1. Early Childhood/Early Childhood Special Education Blended Certificate or Exceptional Child Certificate2. Maintain confidentiality of staff and studentsPRIMARY RESPONSIBILITY TODirector of Special Services and SuperintendentJOB SUMMARYTo assist the district in providing a special education program that is sensitive to the needs of all students. To effectively assess pupils' learning characteristics and design appropriate instructional plans in order to enable each pupil to maximize his or her learning potential.MAJOR DUTIES AND RESPONSIBILITIESInstruction and Student Services1. Provide intervention and planning through direct consultation with individuals and teams concerning instruction, curriculum, assessment, modifications, and accommodations2. Participate on Individualized Education Plan (IEP) teams as needed3. Assess the academic proficiency and learning characteristics of each pupil referred to the child study team for evaluation and interpret the findings in written reports and informal conferences4. Perform all duties required as a member of the child study team by federal and state law, administrative rules, and Board policy5. Coordinate individual student-related activities to meet the needs of an individual student being served by more than one service agency6. Assist in coordinating contracted services such as physical therapy, occupational therapy, and psychological services7. Serve as a case manager as assigned and maintain appropriate case records8. Participate in the ongoing assessment of academic achievement and educational placement of pupils requiring special education servicesSpecial Education Program Leadership1. Participate in the development and delivery of in-service programs and parent seminars related to learning disabilities and effective teaching methods2. Ensure compliance with applicable federal and state law, administrative rules, and Board policy3. Assist in completing federal and state forms related to special services programs4. Approve district forms and procedures for special education5. Participate in budget planning including development and management6. Liaising with other organizations to conduct such activities as general planning for transitioning students, cooperative funding, and service requests7. Assist the director of special services and the superintendent by providing observation, supervision, and evaluation through classroom visits, formal observation, supervision, evaluation, and contact with Building Principals8. Assist the superintendent, director of special services, and Building Principals in the recruitment and selection of special services personnel9. Coordinate professional development for the special education program through such activities as needs identification, planning, development, and implementation10. Assist the director of special services and the superintendent in the evaluation of program integrity, with a focus on program services and individual student needs11. Work to keep the community informed of the special education programOther1. Attend meetings as required2. Keep immediate supervisor informed of activities and concerns related to special education3. Assume responsibility for his or her continuing professional growth and development by such efforts as attendance of professional meetings, membership in professional organizations, enrollment in advanced courses, and by reading professional journals and other publications4. Adhere to The Code of Ethics of the Idaho Teaching Profession adopted by the Professional Standards Commission and the State Board of Education5. Seek assistance should emergencies arise6. Represent the school district in a positive manner7. Know and follow school district policy and chain of command8. Perform other duties as assignedEVALUATIONPerformance of this position will be evaluated annually by the director of special services and the superintendent in conformance with district policy and IDAPA 08.02.02.120.TERMS OF EMPLOYMENTBy contract as determined by the Board of Trustees in accordance with federal and state law, administrative rules, and Board policy.NOTEAll certificated and non-certificated employees and other individuals are required to undergo a criminal history check and submit to fingerprinting.
