TITLE: Human Resources Director
PAY GRADE: Administrator Salary Schedule
SUPERVISOR: Superintendent and Assistant Superintendent
TERMS OF EMPLOYMENT: Works on-site according to designated schedule
Develops, implements, and maintains a human resources program to include recruitment, employment processes, employee counseling, credentials, benefits, compensation, performance management, internal employee communication, staff appreciation and celebrations, communication and collaboration with employee associations, and regulatory compliance. Reports to the Superintendent.
Master's degree in human resource management, public administration, business administration, or a related field. Ten (10) years of experience in administration, management, or supervision. Certification as PHR or SPHR is preferred. Any equivalent combination of education and experience. Spanish language skills or bilingual/biliterate preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. * Serves as an ambassador for the District's mission and focus on children.
* Supervises HR personnel and day to day operations and evaluates the work performance of HR employees.
* Collaborates with Superintendent and supervisors to regularly express staff appreciation and host celebrations.
* Serves on District negotiations team for all collective bargaining groups and non-organized groups or individuals.
* Formulates proposals and negotiates, administers, and interprets employment contracts, agreements, and policies.
* Works with employee associations to identify and collaboratively address concerns.
* Administers the employee benefits program and directly supervises department staff in the daily implementation of internal communications, proper enrollment of employees, and ongoing external reviews of the total benefit program to ensure a competitive posture.
* Plans, directs, and coordinates the recruitment of and hiring procedures for all new personnel.
* Reviews supervisor recommendations for employment of staff or personnel/salary changes, ensuring proper credentials and reference and background checks.
* Recommends hires to Superintendent for School Board approval.
* Assists administrators with staff hiring and placement decisions.
* Recruits new staff to the District by attending job fairs and conferences, developing promotional materials, reviewing resumes, networking with colleagues from other Districts, presenting at area colleges, and working with Human Resources staff on visibility and links related to the HR website.
* Plans and directs HR functions for the School District and develops and implements HR-related programs, policies, and procedures, including data reporting to the State Department of Education, ensuring proper certifications and/or licensure for each staff member, and background and reference checks.
* Assures that new employees are hired at appropriate step and lane, per specific employee agreements/contracts and employee credentials.
* Facilitates and collaborates on the integration of new employees into the school district with building principals.
* Manages communication district-wide regarding expectations, responsibilities, and benefit information using a variety of vehicles including New Employee Orientation, ongoing training, mentor-mentee program, answering questions in meetings or via phone, sending out periodic notices, and writing benefit related materials and ongoing general communication regarding employee benefits.
* Advises principals and supervisors on staffing plans, viable applicants, and hiring decisions.
* Advises and collaborates with administrators in labor and employment matters including employee performance evaluations, growth plans, remediation plans, and dismissal, employee discipline and documentation, and compliance with policy, federal and state laws, and the master agreement.
* Provides support and assistance to district supervisors and/or personnel, as appropriate in the chain of command, by investigating and addressing employee relations matters, including facilitating resolution and/or attempting to provide alternative means of resolution.
* Assists with administering grievance procedures for all employee groups.
* Develops, interprets, implements, and enforces personnel policies and procedures.
* Counsels with applicants, employees, and patrons, as appropriate in the chain of command, to resolve complaints, difficulties, and other personnel-related matters.
* Assists supervisors in conducting investigations and assembles other information needed to take disciplinary action or dismiss employees.
* Assures compliance with Federal, State, and local laws regarding personnel-related matters.
* Attends School Board meetings when necessary.
* Serves on the Superintendent Executive Cabinet.
* Prepares the department budget and monitors expenditures.
* Collaborates with appropriate staff on the Title IIA program and budget.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of human resource management and related laws and policies. Knowledge of school operations and employment laws specific to education preferred. Ability to communicate clearly and concisely, both orally and in writing. Ability to read and interpret a variety of documents, such as policy and procedure manuals. Ability to develop effective working relationships with staff, the community, and other employees of the District. Ability to add, subtract, multiply, and divide in all units of measure. Ability to solve practical problems and deal with a variety of concrete variables. Ability to interpret and implement a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to work in a friendly manner and to develop effective working relationships with students, staff, and the school community. Ability to perform duties with awareness of all District requirements, Board of Education policies, and applicable State and Federal laws. Ability to use small office equipment and computers.
The job is performed primarily indoors, though the employee may be required to perform duties outdoors in various types of weather, including inclement weather with temperatures at or below freezing for extended periods of time. The employee frequently interacts with students and staff. May be required to work extended hours to meet deadlines. The noise level in the work environment is usually moderate to loud. While performing the duties of this job, the employee is regularly required to use mental acuity and repetitive motion; use hands to hold, move, feel and manipulate objects; sit. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Specific speaking and hearing abilities required by this job include expressing or exchanging ideas by means of the spoken word and receiving detailed information through oral communication. Performs sedentary work exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
