JOB TITLE: Homeless Education Liaison
REPORTS TO: Federal Programs Lead
JOB SUMMARY: The Homeless Education Liaison is responsible for assuring that
homeless/highly mobile children are fully integrated into the mainstream school setting and
offered appropriate educational support as authorized under the McKinney-Vento Act for
Homeless Education. The Homeless Liaison shall coordinate and collaborate with the state
coordinator, community school program director, and school personnel responsible for the
provision of education and related services to homeless students.
QUALIFICATIONS: Demonstrated ability to accomplish the major duties and responsibilities listed below.
Ability to manage multiple deadlines and support training and implementation of programs.
Demonstrated verbal, written, and interpersonal skills along with leadership ability in working with students, parents, staff, and the public.
Knowledge and understanding of school law as it relates to homeless students; intervention strategies; and referral sources.
A minimum of three years of successful use of technology in data gathering, manipulation, and reporting.
Ability to manage multiple deadlines and support training and implementation of programs.
Demonstrated verbal, written, and interpersonal skills along with leadership ability in working with students, parents, staff, and the public.
High school diploma or equivalent.
Ability to pass a criminal history background check
Ability to work well with students and adults
Knowledge of Infinite Campus is helpful but not required.

DUTIES AND RESPONSIBILITIES:
Act as a liaison between schools, shelters, and the community on behalf of homeless/high-mobile students.
Ensure that homeless families and students receive educational services for which they are eligible, and referrals to health-care services, dental services, mental health services and other appropriate services,.
Ensure parents of homeless students are informed of the education and related opportunities available to the students and are provided with meaningful opportunities to participate in Emmett schools.
Ensure that the public notices of the educational rights of homeless students is distributed where such students receive services (i.e., schools, family shelters, etc.)
Create methods of documentation for tracking the number and location of highly mobile/homeless students.
Inform parents and guardians of homeless children and youth of opportunities and services available.
Develop a model for tracking homeless students’ participation and results on statewide assessment data.
Collect data and information on such students that will help Emmett School District prepare grant applications and secure services for such students.
Acts ethically and confidentially in all aspects of employment.
Performs such district-related duties as assigned by the supervisor.
SKILLS AND ABILITIES:
Ability to carry instructions in written and oral form and effective writing and verbal communication.
Strong excel and work skills and ability to use personal computers.
Ability to maintain the confidentiality of information regarding students, staff, and others.
Ability to establish and maintain working relations with students, staff, and others.
TERMS OF EMPLOYMENT:
The employment period shall be part-time and stipend through federal programs at 230 days which includes 8 legal holidays. Holidays include:

Thanksgiving Day
Christmas Day
New Year’s Day
Martin Luther King Day
Presidents Day
Memorial Day
All non-certificated staff not under contract is under “at-will employment”. Their positions shall be considered in all respects “employment at will” and the employee is subject to discharge by the district at any time without cause. The “employment period” and other descriptions and terms set forth in their job descriptions shall not create a property right in the employee and such are set forth only to advise the employee of when and what type of services will be required by the district so long as employment continues.
The employment period shall be for nine (9) months with vacations as specified by district rules and regulations. The salary shall be determined by the Superintendent and approved by the Board of Trustees.

Supports district business office for training and onboarding of new employees. Works directly with the District data and reporting coordinator. Assists with the implementation of third-party software.

Works closely with buildings in creating required rosters for testing. Submits rosters as needed.
Works with building administration in providing provides professional development to staff in test interpretation and implementation of results.
Distributes reports to schools as requested by administration and teachers.
Guarantees proper testing protocols and security are followed, documented, and reported.
Works with special program teachers throughout the year to help improve testing results and prepare for testing sessions.
Work with secondary counseling offices on SAT/ACT testing.
Assembles the annual assessment report.
Supports district business personnel in maintaining certified and classified files
Supports Human Resources during onboarding and retirement of personnel
Communicates with staff, parents, district personnel, and others in a positive and encouraging manner.
