Master of Education, Education Specialist, or Doctorate Degree.**Certification in Special Education, and Administrator Certification2. Strong background in Federal Programs with a thorough understanding of applicable Federal Education Programs and IDEA laws and curricular needs.3. Background experience as a federally funded educator or supervisor.4. Strong background in problem-solving, planning, and implementing.5. Excellent communication and interpersonal skills.6. Extensive, demonstrated knowledge of IDEA and Idaho State Special Education Policies and Procedures7. Deep understanding of curriculum, instruction, and assessment in both general and special education8. Such alternatives to the above qualifications as the board may find appropriate and acceptableREPORTS TO: Superintendent or DesigneeSUPERVISES: All Title and IDEA staff in conjunction with building Principals and other assignments as needed.JOB GOAL:To provide beneficial education programs for children who qualify for Special Education Services.To provide beneficial educational programs for children who qualify for Title services.To maintain fiscal responsibility to federal allocations and work with the school district to monitor and implement Title and IDEA funds.RESPONSIBILITIES:Organizes and submits to the Idaho State Department of Education the district's Title I, project application (Consolidated Plan) in order to implement instructional, administrative, and parental involvement activities funded through Federal and State sources.Organize and implement CFGA funding budget and IDEA budget.Example of Duties -Special Education Coordinator/ Federal Program CoordinatorWork with key stakeholders, including parents and advocacy groups, to ensure clear communication and foster positive working relationships.Ensure District’s compliance with all federal requirements related to IDEA.Oversee the distribution and monitoring of IDEA grant funds.Direct the monitoring of services provided by the district related to services provided to eligible children and their families to validate that the educational programs meet or exceed federal and state guidance.Interpret, clarify, and provide technical assistance to both district staff in matters related to special education and federal requirements.Provide recommendations to districts concerning issues of compliance and effectiveness.Lead professional development efforts to district staff and related service providers that reflect both best practices and research.Supervise data collection related to IDEA.Serve as the District contact for the federal and State Office of Special Education Programs (OSEP).Act as District representative on a variety of cross-agency committees related to IDEA.Direct the District’s monitoring of IDEA.Provide direct supervision of staff including approval of purchasing, travel expenses, and federal and state reporting of time and effort.Allocation of staff to teaching assignmentParticipant identificationAssessment of program needsProgram evaluation.Oversees the development/implementation/coordination of Title programs and special education curricula in relation to the curriculum of regular district programs.Special education classroom Duties as assigned.TO APPLY:Basil Morrisbmorris@d59.k12.id.usamecham@d59.k12.id.usYour letter of interest should specifically address how your education, training and work experience meet the responsibilities, qualifications, and required skills of the position.
